I need to setup a stripe checkout on an Elementor website. Should I use a stripe plugin or directly with the Elementor stripe widget?
Also, is there an option to add a file upload and “receive Tax certificate” on the checkout page?

No, it’s not a woocommerce site. Regular website with a payment button to sign up for their program. Like a donation.
I’ve never used Elementor, so I don’t know, but I would assume it’s a good option.
