Is there a specific way to save a psd document so that the resolution stays?
I just made a collage for someone saved as a pdf and the printing place claimed that it was not properly saved and therefore its not high quality.
Can anyone clarify what she meant?
did you change any of the settings in the dialog box that comes up when you save anything in photoshop?
Make sure its set to high quality print and if you have the bicubic down sampling selected make sure nothing is going lower than 300 ppi
Either way besides this, I dont usually send Photoshop files to the printer i would prob bring it into indesign so I can set up the bleeds correctly and then export the PDF like that…

You can try a PNG rather than a jpg if you need to upload
Its a good idea to double check the original size and resolution of the Photoshop file as sometimes the issue lies there. (maybe share a screenshot)
Saving as a jpg (with high quality) should not lower the quality (even though its officially lossy- as long as the same file is not resaved again and again- this is not usually an issue)
A pdf could have some presets which may have lowered the quality so worth checking carefully the save options
