Quotation Marks in Hebrew Turning into Arrows

I am trying to use the font “Noam Text”, but in the hebrew text, all of the quotations and apostrophe’s turn into arrows. The english is working properly though.

I tried a couple of different ways of fixing it including replacing it with a glyph, but it is not working. Has anyone ever had this problem?
Any help would be greatly appreciated!

Is the language on the Hebrew text set to Hebrew?

I once had a similar problem and the language wasn’t set to Hebrew in the character panel…
