I created an interactive PDF in Indesign, a client questionnaire fill-out form… It seems like maybe only someone with full acrobat can fill it out. Is that true? If yes, is there a way to have something like that in a way that everyone can fill it out?

They should be able to at least type on top of the PDF from using just Reader:
Open the PDF in Adobe Reader and choose Tools > Typewriter to access the Typewriter tool. Use the Typewriter tool to type characters on top of the PDF content.

Right I understand that, but I thought it would be nice if they can fill it out on my pdf which has boxes you can just type in, upload images etc. Maybe a google form is the best idea then?..
As far as I know, they can’t fill it out in Acrobat other than typing on top as mentioned above. I did find this article, though:

that says that it can be typed in and printed, but not saved, from Acrobat Reader. Didn’t really read through the whole thing to see if they are referring to a different way of typing other than on top, but feel free to look through it.
Yes, a Google form I think would be overall more universal, and people might be more familiar with it as well.
