Indesign: Starting Text Lower

I’m doing the layout for a book and I want to make the title of each chapters a few mm from the top of the page.

Is there a way to set it up in the paragraph styles that it starts lower? I don’t want to make the size of the text box shorter in case things get shifted around as I edit and work on the book.

why not set it up as a masterpage?

you can set up text to start lower by controlling the text frame options (cntrl + B // cmmd + B)
and then changing the baseline options, first baseline
