How do you create a cursor which changes color / shape as you scroll along?

I had in mind lets say the cursor being a circle and depending on the background color or font it is scrolling through it changes color.
Maybe something like this will help
I’ve never tried to do this, but I’m guessing it would involve jquery…
I’ve seen that effect and it is very cool 
it really is. sometimes a bit too cool for regular use…
