Edit the block in place then fully select it, make sure it is not a block when you select it - if it is it will have one grip and you will need to explode. Make sure it is on later zero (then its flexible to be placed on any layer when not in the editing more) or place it on the layer you want then in the properties panel make sure the lineweight, linetype and color is set to by layer.
