Black Backgrounds for print

Print Question:
Can I use a rich black background for a brochure and flyer with light-colored text,
or would it get ruined & needs to be only 100% black?
Think I might have once heard something along these lines…

Yes, you can use rich black, 100% black plus 60% of CMY. Will look better than just black.
