I’m making a collage with professional pictures however when I reduce the picture size, the pictures becomes really unclear.
Is there any way to make the pictures smaller without ruining the quality?
Also if I’m going to be printing it as a 1010 should i make my document that size and reduce the picture size or should i make it like a 3030 and then when i print it reduce it to the correct size?
What program are you using? When I do this I use Photoshop, I’ve always made the size that it will print. You can shrink the pictures in photoshop. You shouldn’t have an issue.

Anyone think that making the pictures into smart objects will help the problem?
For sure converting the pictures to smart objects will help… rasterize automatically blurs and pixelates pictures… the only thing is that you should start from scratch - convert to smart object and then shrink pictures cuz if you take the rasterized version and convert to smart object - it will still be blurry unless you undo everything until the original pic…
In the end I checked my page and noticed that it was set to 72 ppi!
There was the solution! I created a new page that was set to 300 ppi and pictures are now clear.
